Q: How do I pay my dues?

A: There are several ways that your HOA dues can be paid.

  1. Automatic Withdrawal - You can sign up at the office for automatic withdrawal by simply completing a form. The payments are processed on the 5th of each month.
  2. Online - You can make payments online directly at www.smartstreet.com. Payments are due the 5th of each month and a $25.00 late fee will be charged for all payments received after the 15th of each month.
  3. Check or Money Order - If you mail your payments you need to enclose a payment coupon. These can be printed for you at the office. Please allow time for the payment to be delivered and processed.

Q: What is a management company and what do they do?

A: The management company reports directly to the Board of Directors and all decisions are made by a majority vote of the Board. The management company is contracted by the Board of Directors to provide such services as:

  • Collection of dues
  • Supervision of subcontractors
  • Obtaining bids for subcontracted services
  • Providing financial statements and collection reports
  • Paying all bills
  • Communication with homeowners and the Board of Directors
  • Completing daily and routine maintenance of the common areas.

Q: Does the association carry insurance?

A: Yes, the association does carry insurance that covers only the association and the common areas that the association is responsible for.  Each individual owner is still required to carry their own personal accident and liability insurance. Personal property is not covered under the association policy! It is the homeowner's responsibility to obtain a renters insurance policy to protect their personal property.

Q: Does Gramercy Place offer recycling?

A: Yes, we have a dumpster located on the east lot adjacent to Perry Lane. The clubhouse also will recycle CFL lights. Never put CFLs in the regular trash since they contain hazardous materials.

Q: What does the dumpster accept?

A: Newspaper, magazines, paper, cardboard, plastic containers, aluminum cans, junkmail, and catalogs. It does not accept glass, shredded paper, books, paper plates, or plastic bags. The dumpster itself will have a sign showing its complete list. Overland Park offers recycling centers that accept glass and other materials that we do not accept on premises, see OP Recycle.

Q: When are the board meetings held?

A: The board meeting are held the 3rd Wednesday of the every month at 6:30pm. All homeowners are welcome. Refreshments are served and the meetings can last anywhere from one to three hours depending on what topics are being discussed. You are free to leave at any time. The board meeting is immediately followed by an executive session which is board-member only discussion.

Q: How can I get on the board?

A: Elections are held every year in January and information is sent out via newsletter and announced in board meetings. If you are interested in being on the board you would submit your name and information to be on the ballot to be voted on by fellow homeowners. Board candidate forms can be found here. Those obtaining the most votes would be elected to the board. However, attrition can happen over the year and spots will become open. The board is ideally comprised of 7 members. New board members can be selected by an existing board to serve an open term. You can call the office to check on any openings if you wish to volunteer or inquire during a monthly board meeting. At any time you can fill out the board candidate form and when a position comes open you will be contacted.

Q: How can I access monthly board meeting minutes?

A: You have two options. You can come by the office during business hours and review a hard copy of the meeting minutes for any meeting. You could also access them on-line at gramercyplace.org at any time. However, since the meeting minutes are sensitive documents, they are only made available on our Homeowner's Forum which you will have to register to get access to. Board meeting minutes must be approved by the board before they are accessible to the homeowners. This process can take several weeks.

Q: How do I register on the gramercyplace.org homeowner's forum?

A: Go to www.gramercyplace.org/discussion. When you register you will have to enter your home address and unit, if applicable, and this will act as your user id. You can also enter more information to identify yourself. Follow the instructions on the registration page to complete registration.

Q: How do I get maintenance done on my building or the common areas?

A: You may fill out a maintenance request here. By using this, management is notified by email and can prioritize the task. You may also contact the office during business hours to make a request. Please refrain from contacting the maintenance person directly as he is not authorized to perform work directly for homeowners. As an association, it is in all of our best interests to have all work prioritized and tracked by management, by having all homeowners follow the proper channels for maintenance requests.

Q: I have something wrong with the inside of my unit. Who should I call?

A: In 2010 management implemented a new program called the Handyman Request program. By using this program for small items you can usually save money and know that the money you spend will stay in the homeowner association. You can fill out the request here. Maintenance labor charge is $40/hour plus cost of part(s) and you are charged for a 15 minute minimum. The items covered in this program are delineated on the handyman request page.

Q: Am I allowed to make a modification to my unit?

A: This can depend on many factors and is too detailed to really answer simply. We encourage homeowners to fill out a “Unit Modification Request” when making significant changes to their unit. This will allow management to ensure that the change is within the Gramercy Place Bylaws and Rules & Regulations. This “Unit Modification Request” can be found on our website under the Maintenance menu option.

Q: Am I allowed to put up a satellite dish?

A: You must get approval from the board to put up a satellite dish. Doing so without approval can result in you having to move or remove it at homeowner expense.

Q: Am I allowed to rent my unit?

A: At this time the bylaws forbid renting out the unit in total or in part. Specifically, the bylaws, as amended on Feb 15, 2006 in Section 32(a) state, “All owners (name on title at the Johnson County Register of Deeds) shall reside in and occupy each unit. No unit shall be rented or leased in the premises to any non-resident party. All unit owners that rent units currently shall be exempted from this requirement until such unit is sold or there is any title transfer whatsoever and only so long as the lease is approved and on file with the Association.” As of 4th quarter of 2011, we have a ballot initiative that, if passed, would modify the bylaws and allow for a unit owner to rent out his/her property while following established guidelines. We encourage all homeowners to make their voice heard on this initiative. The ballot initiative is found here.

Q: What are the rules regarding pets?

A: The bylaws allow for one pet not to exceed 30 pounds. As a board and a community, we are more concerned about a pet owner being responsible for their pet. In the case of a dog, this includes cleaning up after it and keeping it leashed. Two dog stations are maintained on the property to assist dog owners. A pet registration form needs to be on file and can be obtained here. Please fill out and give to the office.

Q: If I need to do some repairs and need the water turned off, how would I go about doing that?

A: We'd prefer you contact the office to have the water turned off. This will allow the office to notify all affected tenants. More information on water shutoff locations is located here.

Q: Am I allowed to burn wood in the fireplace?

A: If you are a new resident and have not used your fireplace yet, for the safety of the community, we strongly urge you to have your fireplace inspected. Some of the fireplaces are gas and some are wood burning. Never burn wood in a gas fireplace! For fire safety reasons, the association prohibits storing wood on balconies, patios, and any common areas. Violators will be subject to a fine and could face further disciplinary action.

Q: Why are my dues so high?

A: Are they? Our dues our in-line with other similar properties in the area but more importantly, the amount of our dues is a reflection of our fixed expenses along with budgeting for maintenance expenses and improvements on a property that is now over 40 years old. It is also important when comparing our dues with other properties that you take into account all of the items that your dues cover. An updated list is maintained here. As an example that has come up in the past, our neighbors at Gramercy Park have lower dues than we do. Gramercy Park, however, makes each unit owner responsible for the roof, which can be a very large expense. When the roofing needs repair or replacement at Gramercy Place, it is covered by the general dues. If you come to a board meeting, you will hopefully come away with an appreciation for the efforts the board and management take to be vigilant about spending your homeowner's dues wisely.
